Question1:Asthelargestdevelopingcountryandanemergingcreditor,ChinahasbeenparticipatinginandimplementingtheDSSI,whichdrawsextensiveattentionacrosstheinternationalcommunity.CouldyoubriefusonhowChinahasbeenimplementingtheDSSIandwhatresultshavebeenproduced?  MinisterLiuKun:ThesuddenattackofCOVID-19hasdealtaheavyblowtotheglobaleconomy,anddebtvulnerabilitiesanddebtsustainabilityinlow-incomecountriesbecomeevenmoreprominent.AttheExtraordinaryG20Leaders’SummitonMarch26,2020,leadersstatedthattheywouldcontinuetoaddressrisksofdebtvulnerabilityinlow-incomecountriesduetothepandemic.OnApril15,theG20FinanceMinistersandCentralBankGovernors’MeetingagreedontheDSSItosuspenddebtservicepaymentsfallingduefromMay1st,2020totheendoftheyearowedbythepoorestcountries.ThesuspensionofpaymentswillbeNPV-neutral.Theinitiativeisintendedtohelpthesecountriesfreeupmorefiscalspaceforincreasingsocial,healthoreconomicspendinginresponsetothecrisis.  AsaG20memberandacreditor,ChinagivesprioritytotheDSSI’simplementation.SinceMaythisyear,PresidentXiJinpinghasmadesolemncommitmentsonseveralinternationaloccasionsthatChinawouldworkwithotherG20memberstoimplementtheDSSI.TheMinistryofFinanceofChina,alongwiththePeople’sBankofChinaandotheragenciesconcerned,hasbeencoordinatingandactingontheDSSIinaproactiveandcomprehensivemanner.Uptillnow,theChinaInternationalDevelopmentCooperationAgencyandtheExport-ImportBankofChina,asofficialbilateralcreditors,haveimplementedalldebtsuspensionrequeststhatareDSSI-eligible.ThetotaldebtservicepaymentssuspendedamounttoUSD1.353billion,with23countriesbenefitingfromtheinitiative.TheChinaDevelopmentBank(CDB),asacommercialcreditor,has,onavoluntarybasisandaccordingtomarketprinciples,activelyrespondedtotheDSSI.BytheendofSeptember,theCDBhassignedagreementswithDSSIbeneficiariesinvolvingUSD748million.RankingthefirstamongG20membersintermsofdeferralamount,Chinahelps,inrealaction,thepoorestcountriesrespondtothepandemicandaddressdebtvulnerability.ThisisalsoanimportantdeliverablethatChinacontributesfortheupcomingG20Leaders’Summit.  Beingprofessionalandresponsible,theChineseofficialbilateralcreditorsandcommercialcreditorshavebeenpressingaheadwiththeDSSIimplementationinanorderlymannerbyhavingadequateandthoroughconsultationswithrequestingcountriestomakesurethatthecountriescantrulybenefitfromtheinitiative.Meanwhile,Chinafullyrespectstheindependentdecisionsandlegalproceduresofrequestingcountrieswithaviewtopreventingadverseimpactonrequestingcountriessuchascreditratingdowngrade.  Q2:TheG20hasagreedtoextendtheDSSIandendorsedthe‘CommonFrameworkforDebtTreatmentsbeyondtheDSSI’whichisintendedtofacilitatedebttreatmentforDSSI-eligiblecountries.Couldyougiveusabriefintroductionthereon?  MinisterLiuKun:TheDSSIismainlyintendedtomeettheshort-termliquidityneedsofthepoorestcountries.However,withtheglobaleconomyslidingintorecessionagainstthebackdropofcontinuedspreadofCOVID-19,theliquiditydifficultiesofmanypoorestcountriesmayevolveintoasolvencycrisis.TheG20henceproposedtheextensionanddebttreatmentsbeyondtheDSSIwithaviewtoprovidinggreatersupporttothepoorestcountriesbypushingallpartiestotakestrongeractionsfordebttreatment.  Chinahasbeeninfavoroftheproposals:  First,ChinatooktheleadincallingforandsupportingtheextensionoftheDSSI.AttheExtraordinaryChina-AfricaSummitonSolidarityagainsttheCOVID-19heldonJune17th,PresidentXiJinpingstatedthat,‘ChinawillworkwithothermembersoftheG20toimplementtheDSSI,and,onthatbasis,urgetheG20toextenddebtservicesuspensionstillfurtherforcountriesconcerned,includingthoseinAfrica’.ThisdemonstratesChina’ssenseofresponsibilityasamajorcountryanditscommitmenttotheinternationalfightagainstthepandemic.ThestatementbyPresidentXiplaysanimportantroleinleadingallpartiestowardsaconsensusontheDSSIextension.OnOctober14th,G20FinanceMinistersandCentralBankGovernorsunanimouslyagreedtoextendtheDSSItoJune30th,2021,andsaidthattheywouldexaminebythetimeofthe2021IMF/WBGSpringMeetingswhethertheeconomicandfinancialsituationrequirestoextendfurthertheDSSIbyanother6months.  Second,ChinaparticipatedinthediscussionsondebttreatmentsbeyondtheDSSIinaconstructiveway,andendorsedtheCommonFramework.Tohelpaddresstherealdifficultiesofpoorestcountriesandsupporttheglobalfightagainstthepandemic,andinlinewiththeprinciplesof‘jointactions,fairburdensharing,acase-by-caseapproachandmultilateralconsensus’formultilateraldebttreatment,ChinaworkedwithotherpartiestofinalizearelativelybalancedandoperablesolutiontodebttreatmentsbeyondtheDSSI.TheCommonFrameworkhighlightstheneedforstrongcreditors‘coordinationandrequiresthatallofficialbilateralcreditorswithclaimsonadebtorcountrywillparticipateinthedebttreatmentofthatcountry.AccordingtotheCommonFramework,inprinciple,debttreatmentswillnotbeconductedintheformofdebtwrite-offorcancellation;debttreatmentsbyprivatecreditorsshouldbeatleastasfavorableasthatprovidedbyofficialbilateralcreditors;andmultilateraldevelopmentbankswilldevelopoptionsforhowbesttohelpmeetlongertermfinancingneedsofdevelopingcountries,includingbydrawingonpastexperiencestodealwithdebtvulnerabilitiessuchasdomesticadjustment,netpositivefinancialflowsanddebtrelief,whileprotectingtheirratingsandlowcostoffunding.OnNovember13th,theExtraordinaryMeetingofG20FinanceMinistersandCentralBankGovernorsendorsedtheCommonFramework.  AsapartytotheDSSIandtheCommonFramework,Chinaparticipatesinamultilateraldebtcoordinationprocessforthefirsttime.China’sparticipationpointstothecountry’scommitmenttomultilateralcooperation.TheinternationalcommunitycommendsChina’sconstructiveattitudetowardinternationaldebtactionswhilerecognizingtheCommonFrameworkasanimportantpartininternationaldebtcoordinationandgovernance.AsamilestoneachievementontheG20financetrackthisyear,theCommonFrameworkalsoshowcasesG20’scommitmenttomultilateralismanditsspiritofsolidarityandcooperationinjointlyrespondingtothechallengesofthepandemic.TheCommonFrameworkalsodemonstratescountries’firmresolvetoadvancemultilateraldebtcoordinationandhelplow-incomecountriesaddressrisksofdebtvulnerability.  Q3:WhatwillChinadoasthenextstepstoimplementtheDSSIandparticipateindebttreatmentsbeyondtheDSSI?  MinisterLiuKun:ChinawillstayinclosecommunicationandcoordinationwithotherpartieswithinG20overtheissueofdebtvulnerabilitiesinthepoorestcountries,andwewillcontinuetoparticipate,inanactivemanner,inthemultilateraldebtcoordinationprocess.  First,wewillactontheDSSIextensioninrealearnestbytakingintoaccounttherequestsofrelevantcountries.Second,wewillworktogetherwithothermultilateralandbilateralcreditorsfordebttreatmentonacase-by-casebasis.Greatersupportwillbegiventocountriesthatarehardesthitbythepandemicandareunderheavystress.Third,wewillcontinuetoencouragetheCDBandotherChinesecommercialcreditorstoparticipateintheDSSIoncomparableterms.Fourth,wewillassistpoorestcountriesincombiningtheireffortstoaddressdebtchallengeswiththeireffortstorestoreeconomicandsocialdevelopmentwiththeaimofhelpingthemgetoutofthewoodsatanearlydateandgobackontothepathofgrowth.  Furthermore,Chinawillprovideassistancetodevelopingcountriesfortheireffortsinfightingagainstthepandemicandachieveeconomicandsocialrecoveryanddevelopmenttothebestofourabilitythroughbilateralandmultilateralchannels,includingprovidingUSD2billionofinternationalassistanceovertwoyears.WewillprioritizeprovidinginvariouswaysdevelopingcountrieswithvaccineagainstCOVID-19whenitbecomesavailable.Iwouldliketoemphasizethatthedebtissueofdevelopingcountrieshasbeenlong-standing.Thekeytosolvingthisissueisdevelopment.Inrecentyears,thevastmajorityofdevelopingcountrieshavebeencommittedtoacceleratingeconomicandsocialdevelopment,andthereisagreatdemandforfinancing.However,financingshortageremainsamajorconstraintondevelopmentandprosperityinthesecountries.Asthelargestdevelopingcountry,Chinahasactivelyengagedininvestmentandfinancingcooperationwiththesecountriestohelpthemimprovetheir‘self-developmentcapacity’andfacilitatetheireconomicandsocialdevelopmentaswellasconnectivity.China’seffortshavebeenwellreceived.Wearereadytoworkwithotherpartiesandmakegreatercontributionsinhelpingthesecountriesrealizeindependentandsustainabledevelopment,anderadicatetherootcausesofthedebtissue.  Q4:Whatroleshouldmultilateralcreditors,includingMDBs,playfortheG20debtagenda?  MinisterLiuKun:MultilateralcreditorsliketheWorldBankhavethelion’sshareofdebtservicepaymentsowedbythepoorestcountries.AccordingtoWorldBank’sInternationalDebtStatistics2021,multilateralcreditorsaccountforalmosthalfofDSSI-eligiblecountries’totalpublicandpubliclyguaranteeddebt.Inviewofthis,Chinacallsonmultilateralcreditorsto,whileprovidingpositivenetinflowstoDSSI-eligiblecountries,takepartinthedebttreatmentprocessinordertohelpthepoorestcountriesthroughthischallengingtime.Inparticular,theWorldBank,asamajormultilateralcreditor,shouldtakepartindebttreatmentsandexplorevariousoptionstoprovidemoresupporttothepoorestcountriesinalleviatingtheirdebtburden.IftheWorldBanktakespartindebttreatmentthroughsettingupamultilateraldebtrelieffacility,Chinawillpositivelyconsidercontributingtothefacilityassuchtohelpeasethedebtburdenonthepoorestcountries.我們從解決最貧困國家實際困難、支持全球抗疫的需要出發,堅持“共同行動、公平負擔、個案處理、多邊共識”的多邊債務處理原則,推動各方最終形成了較為平衡和可操作的后續債務處理方案
